Morocco, with the enactment of the law on
impact studies, has set itself the priority task to ensure the preservation of
the environment and water resources. But the adoption of this law is also part
of wide and varied national legal and regulatory field, grouping a multitude of
sectoral laws relating to the environment. The first part of the paper has
examined the contributions and limits of the legal framework by reviewing the
national legal system and drawing the necessary conclusions regarding the
interference arising between Moroccan Act on Environmental Impact Assessment
and other laws or regulatory practices. The second part of the paper has
reviewed regulatory and institutional framework in order to draw conclusions
about their contributions and limits in the field of EIA. Finally, we concluded
by proposing a strategy for capacity building and efficient implementation of
